The Kagegan is destined to belong to the man that will some day capture all the jinchirki and biju. It was specifically created by a higher, darker power for this purpose and has a number of traits that activate when fighting a jinchuriki.

Beast Chakra Manipulation
The Kagegan reacts to beast chakra and tugs on it when pulled out of the user. Beast chakra manipulation can do one of two things when a jiinchuriki call upon their beasts chakra.
1.Repress. The Kagegan can push back the beasts chakra, disallowing the jinchuriki to put on the beast cloak.
2.Pull. The Kagegan grasps on to the beasts chakra and pulls it out, eventually beyond what the jinchuriki is able to stand and the body is possessed by the beast from there.
(Note that if a jinchuriki has a kekkei genkai, they call upon it from within them the same as beast chakra. This can work on a jinchuriki's kekkei genkai , but a lower effect. Also note that if the Kagegan stops with a kekkei genkai, the user is still able to use beast chakra. If they stop beast chakra, the user has no restraints on their kekkei genkai)

If the Kagegan is allowed near an unconscious Jinchuriki, the Kagegan tugs at the beast chakra, eventually extracting the beast full and whole into the Kagegan.
